Depends on the state. Some states you cannot even have unwired lights on top of your car or even blue reflectors. In NM, you can have a car with as many blue (but not red) lights on top as you want, same in NJ (if they’re not activated on a public highway). If the car never leaves your driveway, you can have whatever you want.
