Check pin number 16 for POWER. This pin is “hot at all times” meaning that there is power supplied to that pin regardless of ignition key position. Also check the light blue wire with white stripe at the back of the DLC. This is your ISO link. If your scan tool won’t communicate, you could also have a V-ref short to ground. Does the engine run?
