Not sure if my cycling shoes are right?

I got a pair of Gavin cycling shoes for my indoor cycling class I take. They have two long slits in the middle and three smaller holes around that. The problem I have is that there is a metal piece that is loose and slides around in the middle of the two slits. Is this normal? It’s like that on both shoes. Please help! I don’t want to take them to class if they are broken.

The plate is where the clips attach to that connect to the pedals. The clips come with the pedals but can be bought separately for spin class. Most use SPD clips.
